What the Process Looks Like Step by Step

Step 1: LLC Formation (Week 1)

  • The exemption is gone: Foreign service income is no longer fully tax-exempt. It's now subject to Sri Lankan income tax.

  • The rate is capped at 15%: Foreign exchange earnings remitted through the licensed banking system are taxed at a maximum rate of 15% — significantly lower than the standard top personal tax rate.

  • Personal relief threshold: The first LKR 1,800,000 of annual income is tax-free.

  • Business expenses are deductible: Your internet, software subscriptions, equipment, and other genuine business costs can reduce your taxable income before the 15% applies.

  • PFCA account required: To qualify for the 15% capped rate, your earnings must come through a licensed Sri Lankan bank. Most freelancers use a Personal Foreign Currency Account (PFCA) — available at Bank of Ceylon, Commercial Bank, Sampath, and others.

Important note on US compliance: Your US LLC also has annual IRS filing requirements. Foreign-owned single-member LLCs must file Form 5472 (with a pro-forma Form 1120) annually. Even if your LLC earned no income, the filing is still required. The penalty for missing it is $25,000 per year. Work with a US CPA who handles international clients — the filing is routine for professionals, and far cheaper than the penalty.

Payoneer and Wise are useful for receiving freelance marketplace payouts from Upwork and Fiverr, but they're not accepted by Stripe as payout destinations for a US Stripe merchant account, and they don't give you full Stripe merchant functionality for selling products or SaaS subscriptions.
